Airport Noise Mitigation Actions 2025

  1. Responded to noise complaints by accurately tracking, logging, and reporting them monthly to the City’s Airport Advisory Commission.  Answering as many constituents’ noise concerns as possible in a timely, concise, and professional manner.
  2. Provided staff assistance for renewed monthly Airport Advisory Commission meetings.
  3. Guest speaker at “Coffee with the Council”, the Cottonwood Rotary Club, and the local EAA Chapter.
  4. Removed All Weather Observation Service (AWOS) voice recording specifying pilots’ actions upon departure (a liability for the City and in violation of the FAA Act of 1958).
  5. Instituted presentations that could lead to small working groups being formed, with FAR Part 150 being the first on August 13th. The next small working group will be to evaluate “rates & charges” and make recommendations to the City Council.  This will include the issue of “landing fees” which were previously discussed.
  6. Reinvigorated communications with the “on-call” planning and engineering consultants.   Participated in contracting a new “on-call” planning firm (Coffman Associates).  Coffman Associates has been tasked to complete an “airspace and calm wind runway” analysis, which could lead to a change in the Traffic Pattern Altitude (TPA).  Results to be presented to the Airport Commission and ultimately to the City Council for concurrence/action.
  7. Proposed new language regarding the composition and duties of the Airport Commission, requiring a change to the Municipal Code.
  8. Established a rapport with ERAU leadership, the Prescott Chancellor and Flight Department Chair by visiting the Prescott Campus and meetings at the airport.  I attend meetings with the Mayors of Cottonwood and Clarkdale, Supervisor Nikki Check, and ERAU Chancellor Dr. Withcher.  These meetings are particularly beneficial in addressing ERAU flight training at Cottonwood Airport.
  9. Worked with FAA Phoenix Airport District Office (ADO) and ADOT Aeronautics Group for grant funding of Capital Projects to include relocating the Segmented Circle & Wind Sock along with new guidance signs, PAPIs, and REILs.  In June the runway was overlaid with a one (1) inch layer of new asphalt, this was a state funded project.
  10. Re-established an Airport Manager’s presence at the Cottonwood Airport.  Have met with pilot’s groups at the airport and with concerned constituents regarding airport noise issues including VV Air and individual constituents.
  11. Worked with the local EAA Chapter in facilitating two (2) Young Eagle events at the airport.
